I got the Eastgate Vincent campaign setting information for the Chill RPG published. Eastgate is also the area known as Olde Vincent, or at least most of it. While largely residential, there are a lot of features both commercial and public.
This information continues to evolve as we play Chill Online, our semi-regular online campaign. It will be updated over the course of the game and as I have the time.
